MP Cabinet Approves SVAMITVA Scheme for Title Deeds


BHOPAL: On Tuesday, the Madhya Pradesh cabinet greenlit a scheme that will provide property documents to individuals lacking land titles, enabling them to secure bank loans using their land as collateral. The initiative, named ‘Svamitva Adhikar Abhilekh Nispadan Evam Panjiyan Yojana-2026’ (Ownership Rights Record Execution and Registration Scheme), was approved during a meeting chaired by Chief Minister Mohan Yadav, as per official reports.

Under this scheme, the cabinet will register the rights records established under the Svamitva Yojana, facilitating better access to loans for landowners statewide.

“Conveyance deeds will be executed and registered, enabling citizens to secure loans for housing, business, and agricultural purposes, thereby enhancing their livelihoods and economic standing. The implementation will be conducted as part of a special campaign,” the official noted.

So far, 68.11 lakh rights records, including 48.32 lakh for private properties, have been created. Citizens will incur no stamp duty or registration fees for title deed registrations, with the state government covering the total expense of Rs 3,800 crore.

Madhya Pradesh will set a precedent as the first state to grant land rights to rural residents, thereby supporting their economic advancement.

The SVAMITVA scheme employs drone technology for the creation of title deeds, ensuring legal rights for rural citizens in Madhya Pradesh.

To effectively implement the scheme, a committee will be formed, headed by the Commissioner of Land Resource Management, to develop detailed guidelines, outline procedures, and conduct regular assessments.

This committee will comprise the Inspector General of Registration, the Superintendent of Stamps, the Commissioner of Treasury and Accounts, the Commissioner-Director of the Panchayat and Rural Development Department, and the Managing Director of MPSEDC, along with subject matter experts as necessary.

Additionally, Rs 10 crore has been allocated for publicity, printing, and public awareness initiatives related to the scheme. The revenue department has been approved to issue a comprehensive circular detailing the scheme and any necessary clarifications.

The cabinet has also approved approximately Rs 17,059 crore under the Public Health and Medical Education Department to bolster the health system and Rs 14,363.95 crore for the continued operation of the Medical College-Affiliated Hospital Scheme from April 1, 2026, to March 31, 2031.

This initiative aims to operate medical colleges and affiliated hospitals in 12 district headquarters, providing free, quality healthcare to the public and enhancing medical human resources within the state.

Furthermore, Rs 657 crore has been approved for strengthening post-graduate courses in medical colleges, as reported by officials.

The cabinet has also ratified the decision to exempt the Hindi feature films “Tanvi The Great,” directed by Anupam Kher, and “Shatak: 100 Years of the Union,” directed by Ashish Mall, from SGST during their screenings in Madhya Pradesh.

Lastly, the cabinet ratified an order dated May 10, 2026, establishing a single-member judicial inquiry commission led by retired Justice Sanjay Dwivedi for an investigation into the casualties from the cruise accident at Bargi Dam in Jabalpur on April 30, 2026.
