Gurugram: DTCP to Renew Action Against Illegal Builds Next Week


GURUGRAM: The Department of Town and Country Planning (DTCP) will resume actions against illegal constructions in DLF Phase 3, following a May 29 order from the Punjab and Haryana High Court that restricted an earlier interim restraint to property owners involved in the case.

Final restoration orders were issued on June 12 and 13 for properties not under any stay or status quo directives, directing owners to voluntarily rectify deviations from approved building plans.

The department plans to kick off a large-scale enforcement campaign across DLF phases 1 to 5, commencing with Phase 3 next week.

The initiative will be led by District Town Planner (Enforcement) Amit Madholia and will subsequently address phases 1, 2, 4, and 5. The focus will be on illegal extensions, constructions in stilt parking areas, structures violating sanctioned building plans, and unauthorized commercial establishments—such as paying guest accommodations and guest houses—operating within residential areas.

This enforcement drive comes after the high court clarified that its November 26, 2025, interim order will now only protect those formally involved in the case. According to DTCP records, over 3,500 properties across the five phases no longer have judicial protection and are thus subject to action. Previously, notices had been issued to 5,099 property owners for violations, with details available on the department’s website.

Property owners involved in the court proceedings have until July 6 to respond. Speaking orders have already been enacted in cases where owners have submitted replies to departmental notices. However, actions against properties outside judicial protection have started, with the District Town Planning and Enforcement (DTPE) office issuing final restoration orders for over 300 properties in DLF Phase 3 on the past Friday and Saturday.

In addition to structures, the campaign will also target encroachments on roads and right-of-way areas. Specialized enforcement teams have been established with the necessary machinery and support in place.

“I urge all property owners to voluntarily eliminate illegal constructions and correct any violations immediately. Non-compliance will result in stringent actions, including demolition and sealing, under the Haryana Urban Areas Development and Regulation Act, 1975, and other applicable laws,” stated Madholia. He added that no requests for leniency will be entertained, and any obstruction of duty officials may lead to FIRs for hindering government activities.

This comprehensive drive is expected to be one of the largest enforcement actions in DLF colonies in recent years, aimed at reinstating planning regulations and curbing the misuse of residential properties for commercial purposes.
