NEW DELHI: The Delhi government has set October 31 as the deadline for filing applications for conveyance deeds and authorization slips necessary for property registry in unauthorized colonies. Officials have stated that no new applications will be accepted after this date.
Recently, the revenue department reported only about 2,000 applications from residents of 1,511 unauthorized colonies seeking these documents.
A public notice issued on Wednesday indicated that under the PM-UDAY Scheme (Pradhan Mantri Unauthorised Colonies Awas Adhikar Yojana), the cut-off for application submissions is October 31, 2026. Conveyance deeds are granted for developed properties on government land, while authorization slips pertain to properties on private land within these colonies. Such documents are essential for obtaining a regularization certificate from the Municipal Corporation of Delhi (MCD).
In April, the Centre announced plans to regularize 1,511 unauthorized colonies in Delhi based on their current state, without requiring approved layout plans.
The revenue department has established PM-UDAY Cells in every district magistrate’s office to facilitate the issuance of conveyance deeds and authorization slips. Properties in unauthorized colonies are registered by the sub-registrar offices based on these certificates.
Starting April 24, the MCD’s Swagam portal began accepting applications from residents who have been issued conveyance deeds and authorization slips. However, officials noted a continued low volume of submissions over the past two months.
Given the slow uptake, the deadline may encourage more residents to apply.
A senior government official commented, “Residents in these colonies appear hesitant due to ongoing challenges such as inadequate infrastructure and limited bank interest in offering loans for even registered properties.” Delhi Chief Minister Rekha Gupta stated that the regularization of these 1,511 unauthorized colonies will benefit around 45 lakh individuals.
