Regularisation of Delhi’s unauthorised colonies starts April 24


NEW DELHI: Residents of over 1,500 unauthorized colonies in the city can now apply online for property registration via the MCD’s SWAGAM portal, starting Friday, officials reported.

Earlier this month, the Centre introduced a new policy for regularizing unauthorized colonies in Delhi on an “as is where is” basis.

According to the guidelines, applicants must log into the SWAGAM portal of the Municipal Corporation of Delhi (MCD) for registration in the identified 1,521 unauthorized colonies.

The regularization will include property owners possessing conveyance deeds (properties on government land) or authorization slips (for properties on private land) previously issued by the Delhi Development Authority (DDA). Property owners lacking these documents will be redirected to the PM-UDAY portal to obtain them, officials noted.

The authority to issue conveyance deeds or authorization slips has shifted from the DDA to the Revenue Department of the Delhi government under the new policy.

A Revenue Department representative mentioned that special cells under additional district magistrates (ADMs) are being established for issuing conveyance deeds, with the ADMs in the 13 districts acting as nodal officers for this purpose.

This regularization effort is expected to benefit over 10 lakh households across the 1,521 unauthorized colonies. The DDA has previously issued around 40,000 conveyance deeds and authorization slips.

Officials stated that a detailed standard operating procedure (SOP) is currently being finalized for the regularization process. Based on these conveyance deeds and authorization slips, property owners will receive regularization certificates from the MCD through the SWAGAM portal.

Once they have their regularization certificates, property owners can register their properties with the Revenue Department sub-registrars using the National Generic Document Registration System (NGDRS) portal.

The entire regularization process will be conducted online, with SWAGAM, PM-UDAY, and NGDRS portals serving as a coordinated digital system for submitting applications, obtaining necessary documents, and registering properties.

There are over 1,700 unauthorized colonies in Delhi, of which 1,521 will be regularized under this new policy. The remaining 220 colonies have been excluded due to their locations in restricted areas such as notified forests, ridges, Yamuna floodplains, or due to their affluent nature.
