LUCKNOW: The Uttar Pradesh government plans to implement standardized building regulations across its industrial development authorities. The industries department has prepared a draft of the Model Building Regulations-2026, aimed at streamlining approval processes and enhancing development potential.
This draft, which will soon be presented to the cabinet, was evaluated by Industrial Development Minister Nand Gopal Gupta ‘Nandi’ on Tuesday. “These proposed regulations aim to make UP more investor-friendly by simplifying construction norms,” Nandi stated to TOI. He emphasized that these reforms are designed to drive investment, create jobs, and facilitate planned urban development, all while supporting the state’s ambition of becoming a $1 trillion economy.
The regulations will be applicable across various industrial authorities, including Noida, Greater Noida, the Yamuna Expressway Industrial Development Authority (YEIDA), Gorakhpur Industrial Development Authority (GIDA), Uttar Pradesh State Industrial Development Authority (UPSIDA), and Uttar Pradesh Expressways Industrial Development Authority (UPEIDA).
Key proposals include significant relaxations in floor area ratio (FAR) norms. The draft increases permissible FAR based on road width and eliminates the upper FAR limit for plots on roads wider than 45 meters, promoting vertical development.
Residential plots up to 100 square meters and commercial plots up to 30 square meters can be registered through self-certification for a nominal fee of Re 1. Additionally, the draft proposes deemed approvals for building plans created by empaneled technical experts within specified limits and introduces a deemed NOC mechanism.
Industrial plots of four acres or more will need to provide dormitory facilities, while data centers will enjoy additional FAR and relaxed parking requirements. The draft also suggests the removal of the minimum plot size requirement for hotels with up to 20 rooms, the introduction of specific standards for hospitals and diagnostic centers, and the allowance for mixed-use development along roads of 30 meters or wider.
