BHUBANESWAR: The central government has announced an extension of the Pradhan Mantri Awas Yojana-Urban (PMAY-U) until September 30, 2026. This extension is deemed the final deadline for completing pending housing units, with a clear statement that no financial support will be granted for projects not initiated by December 31, 2025.
An official update from the Ministry of Housing and Urban Affairs states that future central assistance will only apply to houses sanctioned before March 31, 2024, and those either completed or under construction by December 31, 2025. Any projects that do not commence before this deadline will be ineligible for funding.
This decision pressures states, including Odisha, to accelerate construction and ensure occupancy within the new timeline. Officials have been directed to adopt a mission-oriented approach to complete all pending houses, as the Centre has ruled out any further extensions beyond September 2026.
In a letter sent to municipal commissioners and executive officers, Subhananda Mohapatra, mission director of the Odisha Urban Housing Mission, emphasized the need to finish and occupy all under-construction PMAY-U houses within the extended timeframe.
As per the data shared by the ministry, out of 85.27 lakh houses sanctioned under PMAY-U nationwide, approximately 65.27 lakh have been completed by December 2025. However, around 7.36 lakh units, primarily under the beneficiary-led construction (BLC) segment, remain dormant and will be excluded from further central funding.
For Odisha specifically, the Centre has approved 1.84 lakh houses under PMAY-U; the state has completed 1.36 lakh, while about 48,000, mostly BLC projects, remain inactive. With the deadline extension, officials are optimistic that most of the projects will be completed.
While extending the deadline, the Centre has also limited financial support during this period. The ministry has warned that any incomplete houses after September 2026 must be finished using state funds, without any additional central assistance.
For Odisha, where many houses are still under construction, the state government has instructed urban local bodies to hasten work. Officials have been asked to engage directly with beneficiaries of the BLC scheme to eliminate delays and ensure the timely completion of units.
There is a special emphasis on affordable housing through the Affordable Housing Project (AHP) and in-situ slum redevelopment (ISSR) in urban centers such as Bhubaneswar, Cuttack, and Rourkela. Authorities have been instructed to complete beneficiary identification and allotment within the established timeline.
