LUCKNOW: The Lucknow Development Authority (LDA) has initiated an inquiry into claims of unauthorized construction at a site in Vinamra Khand, Gomtinagar, in response to a complaint from the owner of a neighboring plot.
LDA Vice-Chairman Prathamesh Kumar instructed officials to carry out a comprehensive investigation and submit their findings. “The matter is currently under review by the relevant department,” he stated.
In the past 25 days, two complaints have been lodged by Yamini Mathur, the owner of the adjacent plot, alleging that the construction deviates from the approved building plan. The latest complaint, filed on Saturday, asserted that construction continued unabated despite prior concerns. It claimed that the structure extends from the basement to the third floor and encroaches upon the necessary setback area. A similar complaint was made to the LDA VC on June 18.
Following an inspection, LDA sealed the premises on September 3, 2024. However, the sealing order was later contested in the Allahabad High Court, which dismissed it on September 21, 2024.
Despite this, the property owner requested the LDA to lift the seal and allegedly attempted to apply political pressure, assuring compliance with the regulations. On May 7, 2025, the LDA conditionally permitted the unsealing, stipulating that all unauthorized structures be removed under technical oversight and that construction strictly adhere to the approved residential plans. The order noted that failure to comply would result in the revocation of the unsealing.
According to Mathur’s latest complaint, construction has resumed without addressing the previously identified unauthorized sections. She has requested that the premises be resealed until all violations are remedied in accordance with LDA regulations.
In response, Dhirendra Kumar Upadhyay, the husband of the owner where construction is taking place, claimed the complaint was made with ill intentions. “We are building in accordance with the approved plans. LDA officials have inspected the site multiple times and found no issues,” he stated.
