Karnataka Order Delay Leaves Homebuyers Frustrated


BENGALURU: Homebuyers and local representatives are eagerly awaiting a proposed meeting of MLAs to discuss the Karnataka Apartment (Ownership and Management) Bill. This proposal, introduced during a recent Assembly session in March 2026, aims to convene all stakeholders to talk about the draft Bill.

Despite the anticipation, Deputy Chief Minister DK Shivakumar has yet to initiate the meeting, even after 40 days have passed. Homebuyers urge the state government to expedite the enactment of this law to protect apartment owners’ rights.

Sameera Bharadwaj, a resident of Prestige Lake Ridge Apartments, Uttarahalli, expressed frustration at the delays: “The postponement of this crucial meeting to discuss the draft Bill is disheartening. The proposal has lingered for over three years, leading to numerous challenges for homebuyers. Currently, homeowners lack rights over the land on which their complexes stand, despite paying property taxes. The government must safeguard the rights of apartment owners.”

Meanwhile, Rajajinagar MLA S. Suresh Kumar sent a reminder letter to Deputy Chief Minister DK Shivakumar on May 4, recalling his announcement from March 26 about the meeting to discuss the draft Bill. “I reached out to you on April 21, requesting a legislators’ meeting regarding the proposed Karnataka Apartment (Ownership and Management) Bill, yet I have yet to receive a response. I urge you to organize this meeting for a comprehensive discussion,” the letter highlighted.

Satish Mallya, President of the Bangalore Apartments Federation (BAF), echoed concerns about delays in the legislative process, stating that the government must act promptly to arrange the meeting. “This delay is significantly impacting homebuyers, as current apartment owners’ associations struggle to make decisions on various issues, including waste management. I call upon the authorities to issue a Government Order (GO) regarding the Bill,” he stated. Dhananjaya Padmanabhachar, Sanchalak of the Karnataka Home Buyers Forum, added, “It is disappointing that the government has not yet issued the promised Government Order on this critical Act. We expect all elected representatives to advocate for homebuyers in this matter.”
