Gurugram: Demolition of illegal buildings starts on Galleria Road


GURUGRAM: The enforcement wing of the Department of Town and Country Planning (DTCP) demolished 13 unauthorized commercial structures on land designated for residential use in Chakkarpur, near Hamilton Court Society on Galleria Road.

The demolition occurred under strict security, supported by personnel from the Sector 29 police station. Among the structures removed were a chemist shop, pet shop, and a scrap dealer’s unit.

District Town Planner (Enforcement) Amit Madholia led the operation alongside duty magistrate Naveen Barua, assistant town planners Divya Dahiya and others from the enforcement team.

This anti-encroachment drive concludes a legal battle that lasted over 20 years. DTCP records indicate that the license for commercial buildings on this land expired in July 2006, and no building plans were ever authorized.

Additionally, ongoing land acquisition cases and exchange deeds related to this parcel are pending before the Punjab and Haryana High Court as well as the Supreme Court. Officials stated that parts of the land were acquired by Haryana Shehri Vikas Pradhikaran and later exchanged with a private party, leading to ownership disputes.

Numerous complaints about unauthorized constructions had previously resulted in show-cause notices, restoration orders, and an earlier demolition effort in 2023. Residents of nearby housing societies frequently expressed concerns regarding traffic congestion, safety issues, and unauthorized commercial activities on residential land.

Officials indicated that the demolition was part of a series of enforcement actions taken over the past few months. The Department of Town and Country Planning had previously issued detailed orders for the removal of unauthorized structures and restoration of the land, warning that non-compliance would lead to departmental action and recovery of demolition costs as arrears of land revenue.

On May 14, the Supreme Court authorized District Town Planner (Enforcement) Amit Madholia to proceed according to Sections 3B and 10 of the Haryana Development and Regulation of Urban Areas Act, 1975, to prevent chaotic urbanization, asserting that arbitration between private parties cannot prevent statutory actions against unauthorized constructions.

An official stated that the purpose of Tuesday’s action was to restore planned land use and enforce compliance with urban planning regulations. He also noted that similar enforcement actions would continue against illegal constructions and commercial activities outside of authorized development plans across Gurgaon.
