Goa CM: Over 5,000 Applications for Majhe Ghar Scheme

PANAJI: Chief Minister Pramod Sawant announced on Wednesday that over 5,000 applications have been approved under the Majhe Ghar scheme, with approximately 3,000 orders ready for distribution to homeowners. On Thursday, 1,000 orders will be delivered in Margao at Ravindra Bhavan, catering to house owners in South Goa.

According to Sawant, more than 95% of houses located on government land are owned by Goans.

He reiterated that the state government will not permit the construction of illegal houses by migrants. “My government is against illegal construction in Goa. We have revised the process to prevent such structures,” the CM stated.

To address any concerns about the Majhe Ghar scheme, specific counters have been established for resolving queries.

A similar initiative will be launched in North Goa district. Sawant mentioned that if any comunidade refuses to issue a No Objection Certificate (NoC) for house regularization, the administrator will provide NOCs to those affected within a month.

Regarding the regularization of houses on encroached comunidade land, the state government, via the Goa Legislative Diploma No. 2070 (Amendment) Bill, 2025, has implemented provisions to allow regularization of homes built before February 28, 2014, by landless individuals.

The Goa Regularisation of Unauthorised Construction (Amendment) Bill, 2025, introduces a new two-year application window for those who missed previous deadlines or faced rejections. Importantly, consent from co-owners is no longer required, and area limits have increased to 600 sqm in rural areas and 1,000 sqm in urban locations.

The deputy collector will review and address any objections or suggestions within 30 days of the notice period related to house regularization on government land.

Beneficiaries of regularizations on government land will not be allowed to sell or transfer ownership for 20 years post-regularization, subject to government discretion for any transfers thereafter.

Applicants providing false declarations or documents for government land applications may face up to two years in prison or fines up to ₹1 lakh.
