PANAJI: Citizens can now register sale deeds and other property-related documents at any sub-registrar office across the district. The state government has finalized the district-wide registration process. Goa is comprised of three districts. Previously, property registrations were confined to respective taluka-level sub-registrar offices.
Chief Minister Pramod Sawant announced to TOI that the government has decided to permit registration of property deeds from any location within the district, with implementation set to begin shortly.
This decision follows models established in Maharashtra and Karnataka.
A senior government official clarified that this change pertains solely to property-related registrations, excluding others.
The state government plans to amend the Registration Act to enable sub-registrars to register sale deeds, mortgage deeds, agreements of sale, rectification deeds, and any other property-related registrations.
Goa features a total of 12 sub-registrar offices. In North Goa: Pernem, Bicholim, Valpoi, Bardez, and Tiswadi; in South Goa: Mormugao, Margao, and Ponda; and in Kushavati district: Sanguem, Quepem, and Canacona.
According to the senior official, the new system allows individuals to upload their documents online, revealing the current workload at the respective sub-registrar office in that district.
For instance, if a property is located in Mapusa, upon uploading the necessary documents to execute a sale deed, individuals will quickly see the current queue at the Mapusa sub-registrar office and others in the district, enabling them to choose where to apply for the deed.
The officer noted that this will facilitate completing transactions within a few days, rather than waiting 10 to 15 days for an appointment.
The government’s decision emerged in response to complaints regarding delays from certain sub-registrars in processing property-related deeds, stated Sawant.
Furthermore, the new system aims to assist Goans living abroad or in other states who wish to execute property-related deeds swiftly before returning home. “This is part of our effort to enhance ease of doing business,” the officer added.
