Builders in Tamil Nadu Can Register Sales of Properties Online


CHENNAI: The Tamil Nadu registration department will implement its ‘Anywhere registration facility’ for the first sale of plots and flats starting August 17. This system enables builders and developers to register documents digitally without visiting sub-registrar offices.

The announcement was made by Commercial Taxes and Registration Minister T. Logesh Tamilselvan after a review meeting with heads of sub-registrar offices, district registrars, revenue officers, and other senior officials at the integrated commercial taxes complex in Nandanam.

“This initiative aims to enhance the transparency, efficiency, and accessibility of registration services, while mitigating congestion at sub-registrar offices,” said Logesh Tamilselvan. Under the new system, builders and developers can create dedicated accounts on the registration department’s portal to submit documents online at any location and time.

Applicants will need to upload Aadhaar details for executants, claimants, and witnesses, complete biometric verification through fingerprint or iris scans, upload photographs, and make online payments prior to digitally submitting their documents. If additional information is requested by the sub-registrar, applicants will have 30 days to respond online. Registered documents, signed digitally by the sub-registrar, along with fee receipts, will be issued on the same day or by the next working day. Documents will be available for download for 60 days following registration.

To facilitate this new rollout, the government has amended Rules 32, 52, and 69 under the Registration Act of 1908 and established new rules to ensure the legal validity of digitally registered documents. A dedicated help center will also be set up to assist users. Officials noted that this system requires an internet connection and an Aadhaar-approved fingerprint device with an iris scanner and a webcam.

“The online registration system is expected to decrease waiting times, distribute workloads more evenly among sub-registrar offices, and enhance the overall efficiency of registration services,” he added.

During the review meeting, the minister emphasized that the department has taken steps to combat bribery and ensure transparent administration since the new government took office on May 10, 2026. He urged officials to provide sufficient seating for visitors, promptly resolve public grievances, avoid corrupt practices, and ensure that registered documents are delivered the same day.

The minister stated that the government has transferred 259 sub-registrars since taking office, successfully addressing vacancies in 249 sub-registrar offices and staffing 10 administrative positions. He clarified that these transfers were done transparently, based on employee requests and administrative needs, to ensure that permanent officers are assigned in high-revenue and high-traffic registration locations across the state.
