UP Government to Streamline RERA Regulations


LUCKNOW: Uttar Pradesh Chief Minister Yogi Adityanath has directed officials to ease legal aspects concerning corporate restructuring, Limited Liability Partnerships (LLPs), and real estate transactions under RERA, aligning the legal framework with evolving economic and business needs.

During a review of the Stamp and Registration Department’s operations, Adityanath emphasized that, “Given the state’s rapidly growing economy, investment activities, and urbanization, the department must become more transparent, tech-savvy, accountable, and citizen-focused.”

He noted that “Registration offices interact directly with the public, so their processes need to be modernized, streamlined, and user-friendly,” according to an official statement.

Adityanath also advocated for the gradual development of sub-registrar offices to mirror passport service centers.

It was reported that around 2.4 crore individuals engage with registration offices in Uttar Pradesh annually. Efforts are underway to enhance facilities, introducing help desks, queue management systems, modern waiting areas, and dedicated rooms for women and children, as well as digital services.

“We must establish a system that minimizes unnecessary waiting and inconvenience for citizens,” Adityanath remarked.

The chief minister highlighted the significance of the Stamp and Registration Department as a crucial component of the state’s revenue framework.

Gross revenue from the department grew from ₹11,613.84 crore in 2016-17 to ₹32,598.49 crore in 2025-26. Concurrently, registered documents surged from 28.25 lakh to over 49.34 lakh.

Adityanath stated, “In addition to boosting revenue, we must prioritize enhancing service quality and ensuring citizen satisfaction.”

Focusing on digital governance, he instructed officials to fortify systems like Aadhaar authentication, biometric and iris-based verification, online document checks, and digital scrutiny of land records for property and marriage registrations.

“We need rapid implementation of paperless registration, record digitization, AI-driven systems, and geo-tagging technologies. Such reforms can enhance transparency, diminish disputes, and mitigate revenue losses,” he added.

He also urged the creation of a standardized property valuation system to ensure fairness and transparency in assessments.

“A defined valuation system will facilitate market-based assessments and decrease valuation disputes,” he observed.

The chief minister noted that Uttar Pradesh is quickly establishing itself as a hub for investment and industrial growth, necessitating an updated legal framework to match current economic demands.

“Clear legal arrangements boost investor confidence, reduce unnecessary conflicts and litigation, and enhance the ease of doing business,” he proclaimed.

Topics discussed during the meeting included corporate restructuring, mergers, demergers, amalgamations, acquisitions, LLPs, changes in shareholding, housing cooperative societies, and sale agreements under RERA.

Adityanath emphasized, “A clear and practical stamp duty framework must be developed in these areas by studying the best practices from various states.” He called for legislation that promotes investment, enhances business ease, minimizes disputes, and safeguards state revenue interests.
