GURUGRAM: The Department of Town and Country Planning (DTCP) resumed its enforcement operations in DLF-3 on Friday, demolishing illegal structures in stilt parking areas, sealing four properties used for unauthorized commercial activities, and clearing encroachments along 4.5km of public right of way (RoW).
Led by District Town Planner (Enforcement) Amit Madholia, this operation is part of the third phase of an ongoing crackdown on illegal constructions and unauthorized commercial use in DLF phases 1 to 5, as per the directions of the Punjab and Haryana High Court.
The enforcement actions focused on S Block, T Block, and Siris Road. Adequate police and district administration presence was ensured to maintain order during the operations.
At property S-7/6, officials demolished servant rooms and toilets illegally built in the stilt area. Similarly, a drawing room and toilet at S-9/20 were also taken down. Additionally, three servant rooms and toilets constructed in the stilt parking area at Moulsari Avenue-82 were demolished. The owner of property S-7/15 voluntarily removed an unauthorized drawing room in the stilt area prior to enforcement actions.
The department has intensified efforts against commercial operations from residential buildings, sealing an architect’s office in the basement of property S-9/21-22 for violating land-use regulations.
In T Block, the entire structure at T-1/1, functioning as a 15-room OYO guesthouse, was sealed. A second guesthouse, with 14 rooms, operating under the name “Cadbury Company” at T-7/1, was also sealed. Five illegally constructed servant rooms in the stilt area of property T-2/10, along with three at property SR-47, were also sealed.
The enforcement team cleared nearly 4.5km of RoW by removing encroachments from more than three dozen homes. Various structures, including guard rooms, iron grills, platforms, flower pots, and both temporary and permanent encroachments, were dismantled.
Officials reported some resistance during the operation. In T Block, a woman protested as illegal structures in the stilt area were being demolished. The team explained that prior notices had been issued, allowing ample time for compliance. Despite some objections, the operation proceeded peacefully with police support.
Madholia stated the department would continue its enforcement efforts to ensure adherence to the high court’s directives. They noted that two previous phases had been executed in S Block over five days on June 18-20 and July 3-4. The enforcement initiative will now extend to DLF-4 on Saturday.
Before the operation, Madholia conducted an inspection of DLF-4 on Thursday evening to assess unauthorized commercial activities. During this inspection, operators were given a final warning to cease commercial usage of residential premises or face sealing. Officials indicated that there would be no additional time allowed for the removal of belongings post-sealing.
Public notices were disseminated approximately 15 days in advance via door-to-door distribution, public displays, and announcements, instructing residents to remove illegal constructions in stilt parking areas and halt unauthorized commercial activities. Non-compliance will now result in enforcement actions.
