The Slum Rehabilitation Authority (SRA) has identified 18 new slum clusters in the Mumbai Metropolitan Region for redevelopment as part of the state government’s Slum Cluster Area Redevelopment Scheme. This follows investor interest in its pilot project in Andheri (West), according to sources familiar with the matter.
This initiative aligns with Maharashtra’s strategy to create a slum-free Mumbai, providing secure, permanent housing through extensive redevelopment initiatives outlined in the State Housing Policy 2025.
Officials have begun gathering approvals from the High-Powered Committee for significant clusters, including Majaswadi in Andheri (East), Behrampada in Bandra (East), and the Wadala Truck Terminal area.
The state government approved the implementation of the Slum Cluster Area Redevelopment Scheme on November 13, 2025, to expedite redevelopment in large slum areas through integrated planning. The scheme aims to facilitate redevelopment in densely populated informal settlements, overcoming challenges faced in traditional project-by-project rehabilitation efforts.
The SRA initiated a 101.36-acre slum cluster redevelopment pilot project at C.D. Barfiwala Marg in Andheri (West), which attracted substantial interest from private developers. Reliance 4IR Realty Development Ltd was selected as the successful bidder.
Sources indicate that the proposal for the approval of this bidder has been submitted to the state government.
The response to the Andheri project reflects increased involvement of large private companies in slum redevelopment, now seen as an opportunity to foster inclusive urban development while creating sustainable housing solutions.
The cluster redevelopment model is poised to play a crucial role in addressing Mumbai’s housing challenges by enabling comprehensive redevelopment of larger land parcels, establishing modern infrastructure, and enhancing civic amenities alongside housing rehabilitation.
Estimates suggest that projects under this scheme could help rehabilitate around 600,000 to 700,000 slum residents in Mumbai.
The initiative aims not only to create housing but also to enhance the urban environment through planned redevelopment, improved roads, upgraded infrastructure, enhanced public amenities, and better living conditions for residents.
The expansion of the cluster redevelopment program coincides with the state government’s renewed focus on urban renewal and affordable housing, where large-scale redevelopment is seen as essential for elevating the quality of life for countless Mumbaikars and transforming the cityscape.
