Rajasthan to Revamp Land Conversion Norms to Boost Business

JAIPUR: The revenue department is working on amendments to Section 90A and associated provisions aimed at streamlining the change of land use (CLU) process as part of the Centre’s Business Reforms Action Plan (BRAP) Part II. This initiative aims to enhance the business environment in Rajasthan.

The proposed amendments, pending approval from the revenue minister, intend to permit land-use changes in both planned and unplanned areas without needing separate CLU approvals, provided a specific conversion fee is paid. Officials indicated that this would alleviate regulatory challenges while safeguarding state revenue.

Industry stakeholders have long expressed concerns that the current CLU framework is cumbersome, often experiencing delays and subject to discretionary enforcement, which can lead to harassment.

As part of BRAP Part II, the Centre has suggested significant reforms to the land conversion framework. Recommendations include repealing standalone land conversion mandates or modifying the relevant sections of the Revenue and Tenancy Codes, thereby eliminating the necessity for prior permission for land-use changes.

The Centre has also proposed waiving land conversion requirements in planned areas where the proposed activities align with the master plan.

Officials noted these reforms would enhance transparency, streamline processes, and accelerate project approval timelines. Improved access to industrial land is also expected to boost Rajasthan’s competitiveness in attracting private investment, especially as states intensify efforts to secure new manufacturing projects.

The land conversion reforms are part of a broader set of business reforms that Rajasthan committed to implement by July 1 under BRAP Part II. While other states have made progress, Rajasthan’s proposals are still awaiting ministerial consideration.
