Haryana Cabinet Greenlights Revised Gurugram Metro Costs


CHANDIGARH: On Monday, the Haryana Cabinet sanctioned a revised budget for the Gurugram Metro project, which includes supplementary reports on integration with the Rapid Metro and the spur to Gurugram Railway Station. Funding for the soft loan aspect of the project will be sourced from the World Bank.

This decision is a pivotal advancement towards enhancing urban transportation infrastructure in Gurugram, expediting the long-awaited metro connectivity from Millennium City Centre to Cyber City, according to an official statement following the state cabinet meeting.

The cabinet, presided over by Chief Minister Nayab Singh Saini, reviewed a detailed project report (DPR) for the metro link from Millennium City Centre to Cyber City in Gurugram, covering 28.50 km and encompassing 27 stations. This DPR was prepared by M/s RITES and initially approved by the Haryana Council of Ministers on August 13, 2020, later receiving approval from the Government of India.

The total project cost was revised from Rs 5,452.72 crore to Rs 10,266.54 crore. This increase primarily accounts for price escalations occurring between 2019 and 2023, updates to GST rates, and additional requirements for the Millennium City Centre-Cyber City corridor, including a full-sized depot, extra rolling stock, changes in the Regional Rapid Transit System (RRTS) alignment, and a metro spur to Gurugram Railway Station.

The altered cost structure includes Rs 7,098.70 crore for project updates due to escalations and GST changes, Rs 947.06 crore for extra standalone corridor requirements, and Rs 454.32 crore for constructing the spur from Sector-5 to Gurugram Railway Station.

The supplementary report addressing the integration with Rapid Metro was also approved, detailing the costs associated with developing the Gurugram Metro as an independent project after modifications to the integration plan with Rapid Metro. This report includes provisions for constructing a depot and related facilities on 22.86 hectares of government land in Sector-33, Gurugram.

Additionally, the cabinet approved a supplementary report for the proposed metro spur from Sector-5 station to Gurugram Railway Station. This spur, spanning approximately 1.80 kilometers, aims to enhance multimodal connectivity and facilitate seamless travel integration between metro and railway services in Gurugram.

In another decision, the Cabinet approved the funding proposal for the complete soft loan component of the project through the World Bank. The original sanctioned project cost of Rs. 5,452.72 crore included a soft loan component of Rs. 2,688.57 crore, consisting of Rs. 1,075.428 crore proposed from the World Bank and Rs. 1,613.14 crore from the European Investment Bank (EIB).

Officials informed the Cabinet that due to ongoing delays in receiving confirmation from the EIB, the Board of Gurugram Metro Rail Limited decided in its October 13, 2025 meeting that the EIB-funded portion could also be financed by the World Bank to prevent any adverse impacts on project timelines.

This proposal later received approval from the Chief Minister on December 12, 2025. The Cabinet also designated the Administrative Secretary of the Town and Country Planning Department, Haryana, as the Nodal Officer to sign agreements and any other necessary documents for project implementation.

Furthermore, the cabinet gave authority to Chief Minister Nayab Singh Saini to approve any changes or modifications required during consultations with the Government of India or to resolve difficulties and bottlenecks in project execution.
