GURUGRAM: The state government has unveiled a new policy for allocating plots and flats to Economically Weaker Sections (EWS) within licensed colonies, superseding the 2021 guidelines.
The revised policy mandates that developers allocate 20% of plots and 15% of flats for EWS beneficiaries.
This policy is applicable to all licensed residential colonies across the state, including plotted and group housing projects approved by the Town and Country Planning (TCP) Department. It encompasses major urban areas such as Gurgaon, Faridabad, Panchkula, Sonipat, Panipat, Rohtak, Hisar, and Karnal, along with newly licensed townships and sectors developed under the Haryana Development and Regulation of Urban Areas Act, 1975.
The regulations apply uniformly to all private developers and colonizers holding valid TCP Haryana licenses, ensuring that each new residential colony reserves the required quota.
Plots will measure between 50 and 125 sq. m, transferred to the Housing for All Department at a fixed rate of ₹600 per sq. m. In group housing projects, EWS flats will range from 200 to 400 sq. ft., priced at a maximum of ₹1.5 lakh per unit or ₹750 per sq. ft.
Unlike the previous policy, which placed the allotment responsibility on developers, the Housing for All Department will now oversee the process. They will invite applications via advertisements in leading newspapers and conduct transparent draws. An integrated digital database of allottees will be maintained using Aadhaar and Parivar Pehchan Patra (PPP) details to prevent duplication.
To deter speculative trading, the policy enforces a five-year lock-in period for transferring EWS properties. Violations, including sales via power of attorney or wills, will incur a penalty equal to 100% of the selling price, and the allotment will be canceled. Moreover, unsold or unclaimed EWS units can be converted into rental housing or, after two unsuccessful sale attempts, offered to Haryana domicile residents through e-auction.
Senior officials emphasized that this new policy reaffirms the government’s commitment to “housing for all,” balancing developer obligations with mechanisms to ensure that benefits reach genuine low-income families. A senior official from the Town and Country Planning Department stated, “This reform promotes fairness, transparency, and inclusivity in urban housing, paving the way for equitable townships across Haryana.”
The policy is effective immediately, enhancing Haryana’s focus on affordable housing and planned urban development.
