Gurugram: Buyers of 2016 Stalled Project Fume Over Email Claim


GURUGRAM: Homebuyers of the stalled Expressway Towers affordable housing project in Sector 109 have reached out to Haryana’s top officials, alleging the misuse of official email channels to influence proceedings related to the delayed project.

In a letter addressed to Haryana chief secretary Anurag Rastogi, additional chief secretary (town and country planning) Anurag Agarwal, DTCP director Amit Khatri, and HRera Gurgaon chairman Arun Kumar, the association reported that emails from a group of 33 allottees opposing a proposed takeover of the project were shared through official channels and formed the basis for HRera’s communications to DTCP.

The association is calling for an investigation into the handling of these emails and the adherence to proper procedures. They allege that the emails were rapidly forwarded from the chief secretary’s office to the ACS-TCP office and then to HRera, asserting that this communication aimed to influence the ongoing process where allottees are trying to complete the project.

The project, launched in 2016, remains unfinished despite nearly a decade of waiting and ongoing criminal investigations against the developer.

Furthermore, the association stated that HRera previously addressed the project but closed the case in October 2025, citing limitations from ongoing criminal and financial investigations. Subsequently, buyers approached DTCP, seeking project completion through the Haryana Development and Regulation of Urban Areas framework.

According to the representation, over two-thirds of the project’s 1,087 allottees have consented to a proposal allowing a designated agency to complete the project. The association claims that the objections from just 33 allottees do not represent the majority and may delay the project’s revival.

Buyers emphasized the financial strain of paying both rent and EMIs due to the ongoing delays and urged authorities to expedite a decision regarding the project’s future and facilitate its completion.
