GUNTUR: The state government has introduced guidelines for the regularisation of buildings constructed without permission or that deviate from approved plans through the Building Penalisation Scheme (BPS). Municipal Commissioner Puli Srinivasulu explained that this initiative aims to help property owners legalise their constructions. Applications for regularisation under the BPS must be submitted online within 120 days from the date of the order, he clarified.
The Commissioner noted that certain relaxations have been implemented to encourage public participation. Buildings constructed before December 1, 1997, will receive a 25% concession on penal charges, and residential buildings up to G+1 on 60 square yards are exempt from penalisation.
“Applicants can submit their requests online through licensed engineers or by uploading necessary documents, including the building plan, ownership documents, property tax receipts, Encumbrance Certificate (EC), market value certificate, previous approved plan (if applicable), and two recent photographs of the existing structure,” the Commissioner stated. He added that specific undertaking letters and a challan payment of ₹10,000 must be submitted online.
The Commissioner also highlighted that buildings constructed in unauthorised layouts can be regularised by paying the Layout Regularisation Scheme (LRS) penal charges and meeting LRS conditions.
Srinivasulu encouraged the public to utilize this opportunity to bring unauthorised or deviated constructions into compliance, warning that the civic body has already started to demolish illegal constructions that lack approved plans or have not applied for regularisation.
“This is an excellent chance for residents to rectify irregularities and avoid future legal complications,” said Srinivasulu. He explained that the government has implemented an online processing system to make the procedure more citizen-friendly and transparent.
The BPS initiative is expected to streamline urban development, ensure compliance with building regulations, and generate additional revenue for civic infrastructure. Officials have also indicated that awareness drives will be conducted to inform citizens about the process and necessary documentation to avoid last-minute rushes before the deadline.
