DTCP Resumes Demolition in Gurugram’s DLF Phase III

GURUGRAM: The Department of Town and Country Planning (DTCP) has resumed its enforcement operations in DLF Phase 3 after a two-week hiatus, focusing on unauthorized constructions, illegal paying guest (PG) accommodations, and encroachments on public land, as per directions from the Punjab and Haryana High Court.

The operation, led by district town planner (enforcement) Amit Madholia, targeted restoration of buildings to their original sanctioned layouts. This involved demolishing illegal constructions in stilt parking areas, sealing two PG accommodations, and clearing encroachments from the right of way (ROW) outside approximately 30 residences. Police and district administration personnel supported the operation.

Officials indicated that the enforcement targeted properties where stilt parking had been illegally converted into living spaces such as drawing rooms, bedrooms, servant quarters, and storage areas. Additionally, some residential buildings were being utilized for commercial activities contrary to building regulations.

The previous drive occurred on June 18, 19, and 20 but was paused due to remaining occupants in some PGs. In the interim, the department issued notices and flyers, providing landlords and tenants around ten days to vacate the properties. The latest operation resumed from the point where the previous effort left off.

At property S-18/18, authorities utilized a mini excavator to demolish an illegally constructed drawing room in the stilt parking area. They also sealed six servant rooms and two leisure rooms created on the terrace. At property S-18/19, illegal drawing rooms were demolished, and unauthorized structures in the rear setback were removed.

Another property on Siris Road-16 saw the demolition of two unauthorized rooms, four domestic help rooms, restrooms, and other covered spaces in the stilt area, bringing the building back to its sanctioned layout.

The enforcement team also sealed two buildings being used as PG accommodations, including a 26-room PG at S-18/1 and a stilt-plus-four-story building at S-19/14, which had six PG rooms on each floor.

Beyond building violations, the team removed encroachments from public land at nearly 30 residences. This included dismantling illegal gardens, guard rooms, iron grills, raised platforms, decorative elements, flower pots, and other permanent and temporary installations located in the ROW.

The operation also addressed encroachments in front of actor Chandrachur Singh’s residence, where officials removed a small brick structure and landscaped planters from the ROW. The department emphasized that actions were taken uniformly and without exceptions.

Madholia confirmed that the enforcement initiative will persist. “We will continue to address illegal use of stilt parking, unauthorized constructions, ROW encroachments, and residential areas being utilized for commercial activities. A report detailing the action taken will be submitted to the high court during the next hearing on July 6,” he stated.
