Delhi Master Plan 2041 Might Go Back to the Drawing Board


NEW DELHI: Is the draft Master Plan for Delhi 2041 going back for revisions? Over two years after the Delhi Development Authority (DDA) submitted the draft for notification and implementation—only for it to be sidelined—the discussion around Master Plan 2041 has reignited. On Monday, the Delhi government convened a private meeting to evaluate various elements of this critical document that outlines the future of urban development and infrastructure in the capital.

Sources indicate that DDA presented a comprehensive overview of the draft to Chief Minister Rekha Gupta, her cabinet, and senior officials of the Delhi government. Further discussions are anticipated at the Delhi secretariat, with officials being requested to provide feedback on the plan’s multiple aspects. “Changes may be proposed to the Centre based on departmental inputs,” a source mentioned.

It’s important to note that any amendments suggested by the Delhi government would necessitate the recall of the draft, which is currently awaiting final notification and implementation. After lengthy deliberations, DDA submitted the draft MPD 2041 to the Union Ministry of Housing and Urban Affairs in April 2023 for final clearance.

There have reportedly been several adjustments made to the document even post-submission, as agencies and urban experts eagerly await its approval—essential for crucial initiatives like in-situ slum rehabilitation, unauthorized colony redevelopment, new housing projects, and the conservation of the Yamuna floodplain. The renewed focus from the newly formed Delhi government has caught many off guard.

An official described the meeting with the Chief Minister and her ministers as “informal.” Sources suggest that the Centre believed it prudent for the new administration to familiarize itself with the plan’s details, especially since the MPD 2041 was originally expected to go into effect in 2021.
