NEW DELHI: The Delhi Development Authority (DDA) has announced the elimination of parking charges, including those for covered parking, from the total cost of flats in its current housing schemes, providing relief to homebuyers.
This change is anticipated to reduce flat prices by ₹5 lakh to ₹12 lakh. Homebuyers will notice immediate price drops for the MIG and HIG flats across four schemes: DDA Karmayogi Awas Yojana 2025 (First-Come First-Serve), DDA Towering Heights Karkardooma Housing Scheme 2025 (E-Auction), DDA Nagrik Awas Yojana 2026 (First-Come First-Serve), and DDA Towering Heights Karkardooma Housing Scheme 2026 (First-Come First-Serve).
According to the new directive, the costs associated with parking facility construction will be included within the overall expenses for developing housing projects when calculating the plinth area rate (PAR) of the flats. “No separate or additional charges will be applied for car or scooter garages, nor for covered or uncovered parking,” stated the order.
DDA officials further explained that homebuyers who have already purchased flats and paid for parking will receive a refund or have the amount adjusted against future payments. “Buyers are granted a specified time to settle the flat cost in installments. The installment amounts will be reduced accordingly,” an official noted.
For example, HIG flats under the Karmayogi Awas Yojana that include an 11-sq-metre parking space will experience a price reduction of approximately ₹10 lakh, while MIG flats under the same scheme could see reductions of ₹4 lakh to ₹5 lakh. Flats in the Towering Heights Karkardooma Housing Scheme will likely have even greater reductions due to larger parking spaces.
The plinth area of a flat is determined based on the total covered built-up area at floor level, which includes the carpet area, shared amenities like community halls and courtyards, pump houses, and the thickness of internal and external walls, among other elements.
Under the transit-oriented development (TOD) scheme, DDA previously offered 1,026 two-bedroom flats in the Towering Heights Karkardooma Housing Scheme, priced between ₹1.78 crore and ₹3.09 crore, depending on the plinth area. The e-auction resulted in low interest, primarily attributed to the high reserve prices. With the flats now available on a first-come, first-served basis and prices effectively lowered, the authority anticipates increased buyer interest and stronger sales momentum.
Following this decision, the revised pricing methodology from December 2025 will no longer be in effect. The previous formula calculated disposal prices by adding the costs of car or scooter garages (plinth area of garage × 60% of PAR, adjusted for depreciation) and parking spaces (plinth area of parking × PAR of parking, adjusted for depreciation) to the total flat cost.
However, this new announcement will not impact DDA’s policy regarding the pricing of standalone garages or parking spaces that remain unallotted after a scheme’s completion, nor will it change the authority’s guidelines for disposing of EWS flats constructed by private developers.
