Bhubaneswar Body Issues SOP for Land Reconstitution

BHUBANESWAR: The Bhubaneswar Development Authority (BDA) has unveiled a draft Standard Operating Procedure (SOP) for the reconstitution of land parcels under town planning schemes 42 to 45 in Zone IV.

BDA officials explained that this initiative aims to create a transparent framework for the fair distribution of reconstituted plots, prioritizing maximum benefits for landowners.

“A key element of the draft SOP is the provision for voluntary amalgamation of plots within the same mouza (a designated area under a tehsil). Landowners who combine their holdings will receive 60% of the total land area after a standard 40% deduction. Amalgamation will also be required when one owner has multiple plots with different khata (land record) numbers in the same mouza,” according to a statement from BDA.

The SOP pertains to regions including parts of Bijipur, Kasipur, Bhagabanpur, Baliapada, and Patrapada villages. Its goal is to standardize the plot reconstitution process through clear guidelines, ensuring equitable land distribution, minimizing disputes, and boosting stakeholder confidence. It allows for the merger of smaller plots and permits joint applications by multiple landowners, facilitating allotments along wider roads when feasible.

The BDA has called on stakeholders and the public to provide suggestions and feedback within seven days of the notification, highlighting its commitment to inclusive urban planning and sustained development.
