Andheri to Begin Mumbai’s First 100-Acre Slum Redevelopment

MUMBAI: Three corporations are vying for Mumbai’s inaugural cluster Slum Rehabilitation Authority (SRA) project, covering 100 acres in Andheri (West).

The Juhu Gulli SRA scheme encompasses 28,061 slum hutments, existing residential tenants, and owners, stretching from Juhu Galli (C D Barfiwala Road) to the rear of Hansraj Morarji Public School.

Under this cluster initiative, slums can be integrated with dilapidated non-slum buildings, tenant-occupied structures, and vacant plots unsuitable for construction.

For the first time, major corporations in real estate—Shapoorji Pallonji Real Estate, Reliance 4IR Realty Development Ltd, and JSW Realty & Infrastructure Pvt Ltd—are participating in an SRA tender, officials have reported.

SRA CEO Mahindra Kalyankar mentioned, “Each of the three leading companies has submitted a bid with a deposit of Rs 175 crore. All bids will undergo technical evaluation before being presented to the state’s high-powered committee (HPC). After HPC approval, financial bids will be reviewed. The plan includes the development of open spaces, playgrounds, schools, health facilities, and essential amenities.”

Kalyankar added, “This is the first instance in SRA history where a completely transparent and competitive bidding process has been adopted, eliminating LOI trading. The corporate sector is now engaged in this initiative, demonstrating their commitment to enhancing the living standards of slum dwellers.”

The total area of the land parcel measures 101.36 acres, with 61.4 acres designated as slums. Tenders for appointing a Construction & Development Agency (C&D Agency) for the project were issued in April.

Kalyankar highlighted that “Mumbai houses many slums, some old and dilapidated buildings, constructions, tenant-occupied buildings, and unsuitable vacant land. The cluster redevelopment scheme aims to redevelop these areas in an integrated and sustainable manner, ensuring that all civic facilities are developed scientifically and modernly to improve residents’ quality of life. A special cluster redevelopment plan has been established, with SRA serving as the nodal agency for the slum cluster redevelopment.”

After HPC approval, private landowners will receive developed plots equivalent to their Floor Space Index (FSI), assessed at 50% of the total land value according to the Town Planning Scheme (TPS) for inclusion in the planned slum cluster scheme.

This represents the largest slum cluster redevelopment initiative by the SRA, while the Mata Ramabai Ambedkar Nagar and Kamraj Nagar mega-redevelopment project in Ghatkopar encompasses roughly 32 to 33.29 hectares (about 79 to 82 acres), managed by MMRDA.

Additionally, the Motilal Nagar redevelopment in Goregaon West, in partnership with Mhada and Adani Group, spans 143 acres.

The Dharavi Redevelopment Project (DRP), covering about 300 acres, is also underway.
