Haryana Limits Daily Property Registrations to 20 Appointments

CHANDIGARH: The Haryana government has announced a limit of 20 daily registration appointments per registration office at both tehsil and sub-divisional levels to enhance the efficiency of property registrations and minimize delays.

The new token-based system, effective from Thursday, will issue daily and randomly generated tokens to eliminate any preferential treatment.

Financial Commissioner of the Revenue and Disaster Management Department, Sumita Misra, has instructed all Deputy Commissioners to enforce this new arrangement rigorously.

According to an official statement released on Friday, each district headquarters tehsil will issue 20 tokens per day randomly through the District Revenue Officer-cum-Joint Sub-Registrar, while the Sub-Divisional Officer (Civil)-cum-Sub-Registrar at the sub-divisional level will also issue 20 random tokens daily.

The existing system at sub-tehsil offices will remain unchanged.

The government stated that these tokens will be issued daily and randomly, aiming to provide an equal opportunity for all applicants seeking the registration of sale deeds and other property documents.

Revenue officers are required to ensure that every issued token is respected and that the registration process is completed within the stipulated timeframe. This includes documents requiring mandatory or optional registration under Sections 17 and 18 of the Registration Act, 1908.

“The state government believes that this token-based system will enhance transparency, predictability, and user-friendliness in the property registration process while significantly reducing overcrowding in registration offices,” the statement added.

This reform also aims to combat the influence of middlemen, who typically exploit applicants by promising expedited appointments or preferential access. By instituting a fixed number of randomly generated daily appointments, the government seeks to establish a fair and orderly system for all applicants.
