Nagpur’s Eco-Friendly Property Scheme Adoption Below 1%


NAGPUR: Despite a consistent increase in participation, a significant concern arises — out of Nagpur’s nearly 8.38 lakh properties, only 4,488 have embraced eco-friendly practices under the Nagpur Municipal Corporation’s (NMC) ecological rebate program, resulting in adoption rates below 1% across all zones. This disparity underscores ongoing issues such as low awareness, high initial costs, and limited enforcement, hindering broader participation even with tax incentives.

The ecological rebate initiative — which encompasses rainwater harvesting, rooftop solar installations, vermicomposting/organic waste management, and wastewater recycling — has begun to gain traction. Data from the property tax department reveals that 3,513 properties benefited in FY 2022-23, which increased to 3,556 in FY 2024-25, followed by a notable surge to 4,488 in FY 2025-26, reflecting a year-on-year growth of over 26%.

Under this scheme, property owners can receive a 5% rebate for a single eco-friendly measure and a 10% rebate for multiple implementations. These incentives are gradually encouraging citizens to invest in sustainable systems, especially given the rising concerns of water scarcity, energy costs, and extreme heat.

However, the level of adoption remains disproportionately low relative to the city’s total property count.

Zone-specific data illustrates this imbalance. Ashi Nagar, the most extensive zone with 1,53,445 properties, has only 108 under the scheme — less than 0.1%. Nehru Nagar (1,30,205 properties) has 728 beneficiaries, while Hanuman Nagar (1,11,194 properties) leads in absolute numbers with 973, still below 1% penetration. Laxmi Nagar (93,886) has 787 properties, while Lakadganj (95,633) struggles with only 133.

Conversely, smaller zones showcase a stronger proportional uptake. Dhantoli (24,731 properties) records 842 beneficiaries, indicating improved penetration levels. On the other hand, Gandhibagh (32,812) and Satranjipura (47,750) lag with just 49 and 66 properties respectively.

Another notable trend is the increasing demand for higher rebates. Among the 4,488 beneficiaries in FY 2025-26, 1,299 properties qualified for the 10% rebate, indicating a tendency to adopt multiple eco-friendly measures rather than a single one. This suggests that while the ecological rebate scheme is influencing behavior, it has yet to become a widespread movement.

Given the rising climate stress in Vidarbha, NMC’s incentive-driven strategy could evolve as a crucial sustainability tool. However, without a significant increase in participation, the city’s green aspirations may be limited to just a fraction of its urban landscape.
