New Demolitions Planned in Gurugram’s HSVP Sectors

GURUGRAM: The Haryana Shahari Vikas Pradhikaran (HSVP) is set to launch a comprehensive anti-encroachment campaign starting Monday, aimed at clearing the right-of-way across 44 sectors for public infrastructure including roads and utilities. This initiative will roll out in phases throughout May and June.

This initiative follows a five-day demolition operation led by the Department of Town and Country Planning (DTCP), targeting all unauthorized encroachments such as kitchen gardens, extended ramps, flower pots in public areas, temporary kiosks, pushcarts, and other blockages.

HSVP officials urge residents to voluntarily dismantle these structures before the scheduled dates.

A detailed timetable has been established for the campaign. In areas governed by estate office-2, the demolition will take place on April 27 and 28, focusing on sectors 27, 43, 31, 32A, 24, 25A, and 30.

On April 29-30, the campaign will advance to sectors 39, 45, 28, 42, and 51.

On May 4 and 5, sectors 57, 49, 50, 38, 46, 40, and 41 will be addressed, followed by sectors 47, 52, 52A, 53, 55, and 56 on May 6-7. Finally, on May 8, sectors 54, 29, 32, and 44 will be targeted.

The operation will span from April 27 to July 1 in areas under estate office-1, beginning with Sector 21, then moving to Sectors 3, 4, 5, 6, 7, 9, 10, 12A, 14, 15, 17, 18, 22, 23-23A, 37C, and 110A.

According to HSVP officials, this action is essential for ensuring unobstructed pedestrian movement, emergency access, and overall road safety. “Teams have been deployed for enforcement, and support will be provided by engineering staff, horticulture teams, and local law enforcement,” stated an HSVP representative.

The agency has issued repeated warnings in advance, emphasizing that no leniency will be afforded once demolitions commence. Residents are advised to remove encroachments promptly to avoid penalties and potential damage.

In a recent report, the enforcement wing of DTCP revealed that over 7,500 encroachments were cleared from more than 15 neighborhoods during a five-day demolition effort that concluded on April 22.

This initiative follows a stay from the Punjab and Haryana High Court regarding the state’s stilt-plus-four-floor policy, leading to a government order for agencies to rectify right-of-way violations.

One major concern raised by the court was the disparity between the city’s current infrastructure and the increase in burden anticipated from additional floors. Based on an inspection conducted by a court-appointed commission in DLF-1 and Sector 28, the bench found that internal roads, originally designed to be 10-12 meters wide, now measure only 3.9 to 4.8 meters in usable width.

The report attributes this reduction to encroachments, weak sewage and sanitation systems, overpopulation, unregulated paving, and construction activities. These issues have constricted road space and increased pressure on civic infrastructure.

HSVP has reiterated its call for residents to voluntarily remove encroachments before the official dates, with a comprehensive schedule laid out for the upcoming drive.

The enforcement operation is set to begin on April 27 and will continue as outlined. HSVP emphasizes the necessity of these actions for public safety and efficient infrastructure.
