CAQM Tightens Construction Rules to Reduce Delhi NCR Dust Pollution

NEW DELHI: With growing efforts to combat pollution in Delhi, the Commission for Air Quality Management (CAQM) has implemented stricter regulations on construction and demolition activities.

A study conducted in 2026 highlighted that dust contributes significantly to pollution levels, accounting for approximately 15% in winter and 27% in summer. In response, the CAQM has issued new directives aimed at dust control and enhancing air quality.

SD Attri, Member (Technical) of the CAQM, emphasized the importance of regulating dust from demolition activities, which has been a notable source of pollution. Previously, many demolitions were executed without adequate planning, leading to excessive dust and debris dispersion.

According to Direction No. 97, 2026, it is now compulsory for projects exceeding 200 square meters to properly deposit demolition waste at designated collection centers. At least one center will be available within a 5 km radius to facilitate the efficient and scientific disposal of waste.

Authorities require that debris be transported in covered vehicles to minimize dust emissions. No Occupancy Certificate will be granted unless proof of waste deposition is submitted. An integrated online platform is being developed to issue receipts and enable GPS tracking of waste management.

Attri noted that existing dust control measures—such as water sprinkling, dust screens, sensors, and anti-smog guns—will remain mandatory for larger sites. Regular inspections and stringent enforcement will ensure adherence to these regulations, with penalties for violations.

The newly established rules are set to take effect on April 1, 2026, with the aim of reducing dust pollution and enhancing air quality throughout Delhi NCR.
