UP CM Implements OTS Scheme for Housing Allotment Cases

LUCKNOW: Chief Minister Yogi Adityanath emphasized the need for a solution-oriented approach to resolve longstanding disputes during a meeting on Wednesday, directing the swift execution of the new One Time Settlement (OTS-2026) scheme aimed at efficiently addressing pending residential and commercial allotments.

During the review of housing agencies’ performance, the CM urged senior officials to adopt a flexible approach to legacy issues.

Highlighting the significance of one-time settlement schemes, Yogi instructed officials to expedite the allotment of residential units and commercial land that were previously unavailable due to defaults or disputes. The housing board (Avas Vikas Parishad) recently managed to sell over 2,140 residential units from earlier schemes, generating an income of Rs 1,000 crore.

The CM also reviewed preparations for the 2026-27 financial year and sought details on the proposed OTS scheme.

“Ensure widespread publicity of the scheme’s key points and provide attractive incentives to prospective buyers. Our schemes should prioritize the needs of the public, and our approach must be friendly and courteous,” he stated.

Yogi pointed out the advantages of technology and suggested that government agencies create an online platform to transparently provide essential information to potential buyers.

An ambitious OTS scheme was launched in 2020 but faced challenges due to the pandemic, leading to increased defaults on payments among applicants.

The CM noted, “We must focus strongly on commercial properties, as their sale and settlement require significant financial resources. Proper discounts and rebates should be offered to those willing to pay upfront rather than in installments.”

He clarified that the goal of government agencies is to serve the public and recover costs associated with projects that were halted mid-way.
