Varanasi body advances group housing, approves 474 layouts

VARANASI: The Varanasi Development Authority (VDA) is experiencing positive results from its new strategies to engage builders in developing planned colonies, with over 474 layouts now approved.

However, it has come to light that builders have not obtained completion certificates for 73 group housing projects, despite allotting and occupying flats in these developments.

Completion certificates, issued by competent authorities like the VDA, ensure compliance with building regulations and safety standards. This process involves verification of construction quality, adherence to approved plans, and completion before any possession is granted to buyers.

In reviewing its records, the VDA discovered that 73 group housing projects, completed prior to 2020, still lack completion certificates, according to VDA vice-chairman Purna Bora. Notable projects include Nand Virat Paradise, Vrindavan Residency, Babylon Heights, Jeet Rivera, and Bhanu Pratap Tower.

Bora expressed concern over the lack of these certificates, emphasizing that without them, it remains unclear whether construction adhered to approved standards. Potential deficiencies in essential facilities like parking, parks, safety systems, and drainage could pose risks to residents’ safety and comfort. Furthermore, this situation creates legal uncertainties and confusion among homeowners.

Bora clarified that a completion certificate is crucial for structural safety, quality assurance, and public interest protection, confirming that a project aligns with approved designs and regulations. He urged builders of these projects to respond to previous notices and complete the process for obtaining the necessary certificates to avoid further penalties.

The VDA approved 474 layouts and maps between October 2025 and the end of January. Bora pointed out that the results indicate builders are willing to collaborate in the city’s planned growth, and there is a growing awareness among buyers regarding legal processes.

Of the 474 cases, 247 involved map compounding, 31 were for private colony layouts, and 196 were for new buildings with online applications, Bora added. The approval process has been made transparent, simplified, and time-sensitive to prevent unnecessary inconvenience for the public.
