Uttar Pradesh to Use Vacant Society Spaces in Redevelopment Plan


LUCKNOW: Residents of Lucknow and other significant cities may join forces to redevelop existing housing societies. Following the example set by metro cities, a new redevelopment policy launched by the state government allows for the utilization of additional space in residential layouts to create larger units. If two-thirds or more apartment owners in a layout exceeding 1,500 sq mt (16,146 sq ft) consent, redevelopment efforts can commence to construct improved apartments.

To support the project’s financial viability and attract private developers, various incentives will be available. The local housing development authority will provide a 50% rebate on development charges, an additional Floor Area Ratio (FAR) beyond the base allowance, and will waive shelter fees. The state government will also exempt stamp duty for these projects, and land use statuses can be upgraded for commercial and mixed-use applications.

P Guruprasad, Principal Secretary of the Housing and Urban Development Department, stated, “The policy aims to unlock prime spaces within urbanized areas. Many older apartment buildings in key UP cities, like Ghaziabad, Lucknow, Kanpur, and Varanasi, have substantial vacant spaces. Redeveloping these areas will benefit all stakeholders.”

Private developers welcomed the policy, highlighting neighborhoods such as Clay Square, Mall Avenue, AP Sen Road, Mahanagar, and Aliganj, where residents could reap benefits. Noticed on February 10, the 29 housing development authorities managing real estate and construction in major state cities are in the process of implementing this policy.

Authorities will also identify underutilized land in congested areas, including bus shelters, workshops, heritage hotels, and substantial old government buildings. Industrial units and projects stalled due to disputes, pollution issues, or other reasons will have the option for redevelopment, according to an engineer from the Lucknow Development Authority stationed in Mahanagar.
