UP Minister: Noida Flat Registry Can Proceed After NOC

LUCKNOW: Uttar Pradesh Minister Ravindra Jaiswal has stated that delays in property registration in Noida and Greater Noida are due to disputes between builders and local development authorities regarding no-objection certificates (NOCs), clarifying that his department has no involvement in this stalemate.

In an interview with PTI in Lucknow, the Minister of State (Independent Charge) for Stamp and Court Fee, Registration, explained that registrations for homebuyers are processed promptly once an NOC is provided by the Noida, Greater Noida, or Yamuna Expressway industrial development authorities.

“In Gautam Buddh Nagar, three local development authorities are responsible for allocating land to builders after the payment of dues and approval of project layouts. Disputes arise when builders fail to secure an NOC due to outstanding payments or compliance issues with these authorities,” Jaiswal stated.

“Registrations cannot proceed without this certificate. However, once a builder presents the NOC, we ensure immediate registration,” he added.

The issue of property registration, essential for granting legal ownership to buyers, has emerged as a significant concern in Noida and Greater Noida, where many homebuyers have taken possession of their apartments but face challenges in getting them registered.

Frequent protests have erupted, particularly on weekends, with residents demanding government intervention. The complexity is further exacerbated by the fact that much of the land in the region is on leasehold, allocated by local authorities, although some buyers are also seeking freehold conversions.
