Three Land Officials Linked to 254 Fraudulent Registries in Farrukhnagar


GURUGRAM: A probe has revealed that two tehsildars and a naib tehsildar in Farrukhnagar are implicated in facilitating fraudulent land registrations—at least 254 within four months. They reportedly converted agricultural land into urban plots and sanctioned illegal colonies, breaching various regulations.

The officials are accused of manipulating property IDs and using forged documents to authorize these illegal registries, as outlined in an investigative report by the sub-divisional magistrate (Pataudi).

According to the revenue department officials, these irregularities may have cost the state several crores. The report, reviewed by TOI, indicates that between April and August, tehsildar Navjeet Kaur authorized 94 illegal registries, followed by 89 by naib tehsildar Aruna Kumari and 71 by Rita Grover.

A senior official stated, “In light of the violations across 254 registries in Farrukhnagar tehsil, comprehensive reports have been submitted to higher authorities. We will initiate necessary corrective measures and legal proceedings to enforce compliance with government regulations and prevent such irregularities from occurring again.”

Gurgaon deputy commissioner Ajay Kumar confirmed that the report has been sent to the revenue department’s headquarters in Chandigarh for further action.

The investigation was prompted by additional chief secretary Sumitra Mishra, who also serves as the state’s finance commissioner, following complaints from activist Ramesh Yadav. Yadav alleged that numerous land registrations in Gurgaon bypassed the mandatory online process and were executed using general powers of attorney (GPA), which is prohibited in Haryana, supported by submitted evidence.

An investigation team led by Gurgaon divisional commissioner RC Bidhan, including the Pataudi SDM, was subsequently formed to address these issues.

The report suggests that agricultural land was converted into urban areas in all instances. In several villages, farmland was subdivided, leading to unauthorized colonies being approved.

Officials stated that while this report focuses on Farrukhnagar, the investigation’s scope extends further, with registries in Badshapur and Manesar tehsils also under scrutiny by separate teams.

In Badshapur, illegal legitimization of plots was noted, and registrations occurred without essential NoCs from the town and country planning department. In Manesar, registrations were made under the names of individuals who were not the actual owners of the lands.

In addition to seeking accountability, the revenue department will explore strategies to prevent the recurrence of such issues.

Concerns regarding irregular land registrations have long plagued Gurgaon and neighboring districts. Earlier this year, a naib tehsildar from Gurgaon’s Kadipur was suspended after an inquiry uncovered numerous illegal registries and GPAs violating jurisdictional rules, with officials allegedly demanding bribes ranging from ₹1.5 lakh to ₹3 lakh per registry.

DC Ajay Kumar previously stated that the Haryana government is working to address systemic loopholes by enhancing oversight and accountability.
