HYDERABAD: The Telangana Real Estate Development Authority (TGRERA) has imposed penalties on a builder and a realty developer due to various violations.
In the first case, TGRERA fined Haris Pranava Builders of Madhapur ₹7.6 lakh following a complaint from the Pranava Elite Association, Miyapur. The association, composed of flat owners in the Pranava Elite Residential Building, claimed that the builder breached several conditions outlined in the approved plan and neglected to deliver essential amenities.
The project, which received approval for one stilt and five upper floors in 2019, was reported to have multiple discrepancies in construction and a deficiency of promised facilities. Issues cited included the lack of dedicated transformers and generators for each block, failure to meet block-specific common amenities, use of inferior construction materials resulting in wall cracks, poor quality wooden doors, water leakage, and pest infiltration.
TGRERA has ordered the builder to address the water seepage issues within 30 days, install toilets on the stilt floor per the sanctioned plan, and stop marketing the project under unregistered names. The penalty must be settled within 30 days to the TGRERA Fund, with no rectification costs to be levied on the allottees.
₹21 lakh penalty imposed on Kapstone Properties
In another instance, TGRERA levied a ₹21 lakh fine on Kapstone Properties India Pvt Ltd, Nizampet, concerning alleged breaches related to a plotted development project in Kamsampalle village, Farooqnagar mandal, Rangareddy district. Complainants Sunchu Santhosh Babu of North Lallaguda and Sunkara Kiran Kumar of Manikonda had entered into a memorandum of understanding with the builder for the purchase of residential plots in a project branded as ‘Little Woods’. Despite receiving ₹10 lakh and ₹12.8 lakh respectively, the builder failed to complete the registrations.
The Authority pointed out that while the project was being marketed as ‘Little Woods’, it was registered with Telangana RERA as ‘Whistling Meadows’. The builder and other related parties were held jointly and severally responsible for refunding the amounts received, plus 11% interest from the date of payment until the date of refund. These refunds are to be processed within 30 days.
TGRERA has further instructed the Telangana RERA secretary to declare Kakarla Srinivas as a defaulter. His photograph, along with the names of associated entities—Kapestone Infra, Jayathri Realties India Pvt Ltd, and Jaya Group—will be published on the RERA website under the ‘Defaulters’ List’. A thorough investigation into potential additional regulatory violations by these individuals and firms has also been initiated.
