SC directs CBI probe into DLF Gurugram housing project


NEW DELHI: The Supreme Court has instructed the Central Bureau of Investigation (CBI) to investigate issues pertaining to ‘The Primus’ residential project in New Gurgaon, developed by DLF Home Developers (DHDL), a wholly owned subsidiary of DLF, as stated in a BSE filing.

According to the company, the inquiry stems from consumer complaints made by five allottees which were previously reviewed by the National Consumer Disputes Redressal Commission (NCDRC). The NCDRC issued its ruling on May 29, 2023. Both the complainants and DHDL filed appeals with the Supreme Court contesting the NCDRC’s decision.

In a temporary ruling dated February 25, 2026, the Supreme Court mandated that an inquiry be conducted, allowing both parties to submit relevant documents and information.

Moreover, the court clarified that it has not made any decisive opinion regarding either party at this point.

“The Hon’ble Supreme Court has explicitly stated that no definitive opinion has been expressed by us against or in favour of any person/authority at this stage,” DLF indicated in its exchange filing.

The company noted that the project, which consists of 624 apartments, received an occupancy certificate and possession was offered in 2017, with all amenities such as water and electricity provided as per the certificate’s terms.

During the hearing, the apex court observed various documents and photographs, raising concerns about whether the representations made to buyers were fully realized on-site. The court also mentioned that the role of regulatory authorities might require scrutiny.

The bench requested the Additional Solicitor General to liaise with the CBI Director regarding the feasibility of the inquiry. The CBI has agreed to carry out the investigation.

The agency has been directed to form a dedicated team to independently conduct the inquiry and present a progress report or findings before April 25, 2026.

The next hearing is set for April 28, 2026.

DLF has stated that the matter is currently sub judice, and no conclusive ruling has been issued by the Supreme Court that would significantly affect the company’s business or operations.
