GURUGRAM: The Haryana Department of Town and Country Planning (DTCP) has prohibited the execution of sale or conveyance deeds for properties in Valley View Estate, a 21.61-acre group housing colony in Gwalpahari. This action follows the expiration of the project’s development license, originally issued in 1994, which has not been renewed for over a decade.
In a recent notice to the sub-registrar at Wazirabad and district authorities, the district town planner (enforcement) in Gurgaon indicated that the development license, granted on June 8, 1994, was only valid until June 7, 2011. This license was issued to BSF Co-operative House Building Society Ltd. for the development of what is now known as Valley View Estate. The halt to registrations will affect both current residents and potential buyers until the licensing issues are resolved or new approvals are secured in accordance with planning regulations.
Officials stated that the licensee did not apply for renewal within the required timeframe, despite multiple reminders from the department.
According to regulations, a renewal application must be submitted at least a month before the license expiration.
On December 8, 2025, representatives from the society attended a hearing but reported their inability to renew the license despite having paid the required fees. Consequently, the department decided to suspend all property transactions within the colony.
DTCP has instructed the sub-registrar to implement a “red entry” in the revenue records to prevent any transaction registrations. This directive has been communicated to the deputy commissioner and other relevant officials for strict enforcement.
Authorities emphasized that this measure aims to prevent further sales or transfers within a colony that lacks a renewed development license, raising regulatory concerns. District officials have been instructed to ensure that no registrations for flats, plots, or other units occur until further notice.
