BHUBANESWAR: The Bhubaneswar Development Authority (BDA) announced on Tuesday that all property allottees are required to obtain a Unique Account Number (UAN) by August 31. This digital initiative aims to transform BDA’s service delivery and improve transparency in property transactions.
The UAN is a 12-digit number that will provide access to various online services, including asset allotment, lease deed execution, no-objection certificates (NOCs) for loans, asset transfers, and conversion of leasehold properties to freehold status. Allottees can generate their UAN by visiting the BDA’s official website (www.bda.gov.in), according to an official statement.
The BDA will also set up a UAN facilitation cell at its headquarters to assist applicants with the registration process and answer any questions. This initiative reflects the authority’s commitment to a smooth implementation of the new system.
In related news, the BDA reported substantial progress in its leasehold to freehold conversion program. Out of 1,250 applications received, 743 conveyance deeds have been successfully registered, and 843 applications were processed through the web portal, indicating increasing public acceptance of digital services.
The conversion program covers 27 housing schemes, including well-known projects like Pokhariput phases I, II, and III, Prachi Enclave, Lumbini Vihar, Udayagiri Vihar, and Lingaraj Vihar. To qualify for freehold conversion, allottees must have constructed a house on their plot, maintained possession for over five years, and hold a valid lease deed with the BDA.
The conversion fee for residential plots is set at 3% of the latest benchmark valuation of Gharabari Kissan land according to the 2024 state government rates. Additional requirements include NOCs from financial institutions for mortgaged properties and affidavits declaring the absence of civil disputes,” stated the authority.
The BDA has implemented strict measures against encroachment, requiring applicants to vacate encroached government, public undertaking, or BDA land before being considered for conversion. “The digital process will ensure transparency in the allotment process. Everyone should actively participate,” said real estate analyst Janmejaya Mohanty.
