Odisha RERA to Hire Civil Engineers for Buyer Protection


BHUBANESWAR: The Odisha Real Estate Regulatory Authority (ORERA) has started the recruitment of a civil engineer to conduct in-depth evaluations of various real estate projects. This initiative aims to protect the interests of homebuyers and enhance transparency.

According to ORERA, the ideal candidate should have prior experience in the role of executive engineer within the roads and buildings division of the works department or similar roles in government or registered private agencies.

In its official announcement, ORERA noted, “The selected engineer will perform field inspections as required by the authority in cities like Bhubaneswar, Berhampur, Balasore, Sambalpur, Rourkela, and other designated areas.”

Officials indicated that the appointed engineer will play a vital role in ensuring project compliance by examining quality, safety, and adherence to approved building plans, acting as a key intermediary among developers, regulators, and homebuyers.

The engineer will oversee various aspects including structural integrity, material testing, and thorough documentation for RERA registration.

“We plan to leverage the expertise of retired civil engineers for this role. The announcement details the required age, qualifications, and experience for the engineer being brought into our office. We are in the final stages of the selection process,” a senior ORERA official stated.

Experts believe this move will undoubtedly foster transparency. “The authority must scrutinize crucial documents, such as plan approvals and their compliance, while issuing registration certificates,” remarked real estate expert Bimalendu Pradhan.

He pointed out that there have been previous instances where projects were registered despite the access road being owned by the railways. “The appointed civil engineer will address these issues and ensure accountability,” Pradhan added.

Moreover, ORERA recently appointed a land expert with substantial experience as a tehsildar and in related positions. This expert’s role involves verifying various plotting schemes that are being registered by the authority.

Sources indicate that the recruitment of domain experts follows recent challenges encountered by ORERA. In one such instance, transactions were conducted in a group housing scheme at Janla without the necessary certificates.
