BHUBANESWAR: The Odisha Real Estate Regulatory Authority (ORERA) has announced the establishment of a Conciliation and Dispute Resolution (CDR) cell at its office. This CDR cell aims to serve as a platform for distressed homebuyers and promoters to resolve disputes amicably, minimizing the need for prolonged legal battles.
ORERA attempted a similar initiative in January of last year, but it was not operational due to a lack of government approval. This time, following approval from the housing and urban development department, the CDR cell has been officially notified.
“In line with Section 32 (g) of the Real Estate (Regulation and Development) Act, 2016, a conciliation and dispute resolution cell has been constituted in ORERA with the housing and urban development department’s approval,” stated the ORERA notice.
The cell will comprise five members who will adjudicate cases presented by both promoters and allottees. The secretary of ORERA will lead the cell, accompanied by the joint secretary of finance in ORERA and a consultant from the legal cell of the real estate body. Additionally, there will be representatives from both a developers’ association and an allottee’s association.
“Registered associations of allottees under the Odisha Apartment (Ownership and Management) Act, 2023 and Rules, 2024 are invited to nominate a representative,” the notice emphasized. All nominations must be submitted by July 30, 2025. ORERA has provided a format for associations to follow when submitting their nominations.
“This initiative is a positive step. The CDR cell will save both buyers and sellers significant time and resources. It’s crucial for people to be informed about this cell to take advantage of it,” commented Subash Jena, a real estate analyst.
