Odisha Govt Amends Stamp Rules to Simplify Property Valuation


BHUBANESWAR: The government has announced revisions to the Odisha Stamp Rules of 1952, designed to enhance property valuation and improve transparency in stamp duty assessments. These amendments, issued by the revenue and disaster management department under Section 75 of the Indian Stamp Act of 1899, are known as the Odisha Stamp (Amendment) Rules, 2025, and will take effect upon publication in the Odisha Gazette.

Officials indicated that the modifications aim to ensure more scientific and equitable property valuations. According to the updated regulations, the sub-district valuation committee will utilize plot-wise fair market value data provided by tehsildars. In urban areas, the average auction value of comparable land in the vicinity will now be prioritized over the highest auction price, a change expected to prevent inflated valuations.

The government has also implemented a biennial revision system for market value guidelines starting April 1. Urban property values will see a 5% increase after the first year of revision, while if revisions are not completed on schedule, collectors will be authorized to impose a 10% hike for the previous biennial period. However, rural villages that did not have property transactions during that time will not face any increases.

Additionally, the assessment of buildings and structures will now consider the materials used and the current stage of construction. Revised formats for recording sales statistics of both urban and rural land, as well as buildings, have been integrated into forms 5, 6, and 7.
