OC Probe Expands: 14 of 22 Gurugram Buildings Incomplete

GURUGRAM: An investigation into violations related to occupation certificates (OCs) is gaining momentum.

Following a TOI report that revealed the issuance of OCs for incomplete buildings in Gurgaon, further violations have been identified on a larger scale.

On Thursday, a joint inspection by the CM Flying Squad and the Department of Town and Country Planning (DTCP) assessed several sites in Sector 70A, uncovering significant irregularities in OC issuance. Out of approximately 22 buildings inspected, at least 14 were discovered to be unfinished.

Sources indicate that a list of architects associated with the issuance of OCs for these incomplete structures has been compiled, with potential repercussions to follow. “We are analyzing all cases, and accountability will be established. Strict measures, including blacklisting and license suspensions, are under consideration,” stated a DTCP official.

This situation stems from complaints regarding the misuse of the self-certification policy, which allows architects to certify building completion, while only a small fraction of cases are verified by the department. The CM Flying Squad has requested a review of approximately 1,500 OCs issued between July 2025 and March 2026, which are being examined systematically.

The inspection covered properties like BPTP Astaire Gardens, Imperial, and Green Oaks in Sector 70A, where teams from town planning and enforcement carried out on-site verification of stilt-plus-four structures with granted OCs.

In numerous instances, even basic plastering was incomplete, revealing only the brick framework. Despite this, these buildings received OCs, highlighting severe lapses in compliance and verification processes.

Officials noted that the discrepancies found during these inspections are both “serious and systemic,” suggesting widespread misuse of the self-certification process by architects. Detailed documentation was gathered for each site, cross-referencing construction status with submitted completion certificates and approved blueprints.

Preliminary findings from the CM Flying Squad indicate evident violations of regulations. “In multiple cases, OCs were issued prior to the completion of construction. This is a blatant breach of rules that jeopardizes safety. A comprehensive investigation is ongoing, and findings will be reported to senior management,” an official remarked.

Recent discoveries add to a growing list of violations found throughout licensed colonies in the city. Previous inspections in areas like South City-1, South City-2, Ansal Esencia, and Sector 61 uncovered similar trends, where buildings lacking fundamental structural and safety features were marked as complete on records.

Officials remarked that the current investigation is in its early phases and will gradually extend to other licensed colonies. The emphasis is on ensuring accountability in the OC issuance process and enhancing oversight to prevent future violations.

Town planner Praveen Chauhan commented that the department is taking these matters seriously and will enforce strict measures. “The violations uncovered during inspections are severe. A list of implicated architects has been compiled and disciplinary actions are being initiated. Monitoring will be enhanced to avert such oversights in the future,” he stated.

As each round of inspection reveals more violations, the OC scandal appears to be more extensive than initially believed. The investigation is set to broaden, drawing attention to systemic issues in Gurgaon’s urban planning and enforcement mechanisms.
