NOIDA: In an effort to enhance transparency and recover long-overdue dues, the Noida Authority has instructed officials to post defaulter lists on its official website. This includes defaulters from industrial, group housing, commercial, and institutional sectors, who will also receive notices.
Noida’s CEO, Lokesh M, announced this initiative during a review meeting on Wednesday with senior officials and department heads.
Officials noted that a similar effort took place in June 2023, when the Authority published information about 115 group housing projects—most of which were defaulters—but did not update the list afterward. To prevent this from happening again, strict orders have now been issued to regularly upload notices for defaulters across various sectors on the website.
This initiative will enable allottees and the public to monitor recovery efforts, minimize the risk of fraudulent property deals, and apply pressure on chronic defaulters to settle their payments.
The CEO also directed that recovery certificates be issued promptly for large and persistent defaulters to expedite financial recovery.
On Thursday, Noida officials announced that recovery actions had begun against three group housing projects for unpaid dues exceeding Rs 350 crore. The Authority has contacted the GB Nagar district collector to recover the amount as land revenue arrears.
Actions have been taken against Mahagun Real Estate Pvt Ltd and Prateek Realtors Pvt Ltd, who have not cleared their outstanding payments despite multiple reminders.
The two developers had the opportunity to benefit from a December 21, 2023 state government order that allowed for the recalculation of dues, including a two-year Covid-19 ‘zero period’ relief, requiring a payment of 25% of the outstanding balance to qualify. However, they failed to comply.
As of August 31, 2023, dues for Mahagun’s project in Sector 78 stand at Rs 117 crore, while Prateek Realtors owes Rs 162 crore for the Sector 77 project and Rs 74 crore for the Sector 120 project.
The Authority has instructed the district administration to recover the total amount of Rs 353 crore using recovery certificates.
The Authority is facing challenges with thousands of crores in unpaid dues from property allottees. Group housing developers represent the largest portion of these defaults, followed by commercial, institutional, and industrial allottees who have not settled lease rent, premiums, and interest payments. Despite numerous notices, many builders have failed to pay, delaying project completion and negatively impacting homebuyers.
During the review, progress on ongoing plot allotment schemes was also assessed. Lokesh M instructed officials to finalize application reviews and distribute allotment letters within this month. He emphasized the need to quickly publish new plot allotment schemes to meet rising demand across sectors and keep the Authority’s land development pipeline active.
Additionally, the Authority will implement the Prahari software to accelerate tender evaluations. This digital platform aims to enhance transparency, reduce delays, and minimize opportunities for manual errors in the tendering process, as part of the Authority’s broader digitization efforts.
Furthermore, the CEO reviewed the city’s plastic ban status and expressed concern over the increasing use of single-use plastics in markets and residences. He instructed departments to coordinate with enforcement agencies and municipal teams to rigorously enforce the ban and promote alternative solutions.
The Authority plans to ramp up inspections and awareness campaigns in the upcoming weeks to reduce plastic use.
