New Building Rule Boosts Sales of Chennai Homes


CHENNAI: Families looking to purchase villas and independent homes in Chennai have reason to celebrate, as the Tamil Nadu government has approved stilt + two-floor buildings up to 10 meters. This modification creates stilt space for parking and accelerates handovers, making villas more appealing to buyers. Developers and investors anticipate that this will generate renewed demand for plotted developments throughout the city and its suburbs.

S Ramprabhu, chairman of the DTCP committee at the Builders Association of India, stated that this change will cater to the increasing need for independent homes in Chennai. “Previously, the self-certification was limited to G+1 homes, with parking space included in the FSI, resulting in roadside parking. The extension to stilt + two floors will prove much more beneficial. We can expect to see more villas along OMR and ECR,” he noted.

The self-certification scheme, introduced by Chief Minister M K Stalin on July 22, 2024, aims to assist economically weaker and middle-income groups by providing immediate building permits through a streamlined online portal. Initially applicable to G+1 constructions up to 7 meters in height, covering a built-up area of 3,500 sqft on plots up to 2,500 sqft, the scheme has been utilized by over one lakh citizens since its inception.

“This will greatly benefit individuals constructing homes on plots smaller than 2,500 sqft, allowing for essential parking space under stilt within the self-certification framework without the need to approach local bodies or authorities. This will also significantly aid villa developments by saving time on handovers. We have also requested the government to consider gradually increasing the plot and construction area,” explained S Sridharan, executive committee member of CREDAI National.

For builders, the new regulation promises expedited approvals, a simplified single-window application process, and lower costs due to consolidation of scrutiny and certain infrastructure fees into a single charge.

Sivakumar P, global sales head of G Square, described the scheme as transformative for the real estate sector. “By simplifying approvals for G+2 and G+1 homes, it reduces both time and costs for builders while making the process more transparent and user-friendly for customers,” he remarked.

Furthermore, customers stand to gain from time savings, clear guidelines, the ability to instantly download approved plans, and the convenience of applying from home—eliminating the need for multiple trips to government offices.

Applicants are required to submit building plans signed by registered professionals at onlineppa.tn.gov.in, along with necessary documents like sale deeds, patta, approved layout papers, and site photographs.
