NEW DELHI: The New Delhi Municipal Council (NDMC) is set to revise its policy regarding the allotment of flats and inter-pool housing in Lutyens’ Delhi. During the recent council meeting, it was noted that 10-11 duplex bungalows in Lutyens’ Delhi remain unvacated despite officer transfers, and that flats allocated under the inter-pool policy have not been officially transferred back to the council.
The issue was brought to attention by NDMC Vice Chairman Kuljeet Chahal. Meeting minutes revealed that one ex-officio member was unable to occupy a flat months after the council’s formation due to unavailability.
Sources indicate that the council has approved a proposal for a new or updated policy. “It’s been observed that officers on deputation from other departments are often assigned flats within the NDMC area; however, these flats remain occupied even after they depart. The NDMC is sometimes allocated alternative flats outside its jurisdiction under the inter-pooling policy, frequently leading to confusion when these flats are either not available or still occupied, violating Central government housing guidelines,” mentioned an NDMC member.
The council’s meeting minutes also stressed the necessity of ensuring allotment or possession for council members who still lack access despite having been allotted properties. “Further allotment or possession of type 5 quarters should be put on hold until the housing needs of the affected council members are met. The estate department is tasked with compiling and submitting a list of all vacant properties, along with all pending court cases, for the council’s review,” the council noted.
A similar topic was discussed in a council meeting in 2023, where former Vice Chairman Satish Upadhyay took legal action to vacate a house that had been allotted to him by the council.
