Mumbai civic body plans first independent online lottery for flats

MUMBAI: For the first time, the BMC will independently conduct an online lottery for the sale of 426 homes across the city, with anticipated revenues of approximately Rs 308 crore.

The flats, priced between Rs 55 lakh and Rs 1 crore, are situated in areas such as Kandivli, Bhandup, Byculla, Kanjurmarg, Jogeshwari, and Goregaon. These homes will exclusively be available for applicants from the Economically Weaker Section (EWS) and Low-Income Group (LIG).

The BMC obtained these tenements under Regulation 15 of the Development Control and Promotion Regulations (DCPR) 2034, which requires that developers allocate a portion of residential plots measuring 4,000 sq m or larger for affordable housing. Additional flats have been secured under Regulation 33(20)(b), which encourages affordable housing on private plots. A BMC official indicated that, in the past, these homes were assigned to Mhada (Maharashtra Housing and Area Development Authority) for allotment through its lottery system. This time, however, the BMC will manage the draw itself to enhance efficiency.

Though Mhada is known for conducting lotteries for various housing options, the 426 flats being offered by the BMC will specifically cater to EWS and LIG applicants.

Detailed information regarding the application process, eligibility, and terms will be available on the BMC’s official website (), starting October 16, 2025, at 10 am. Applications can be submitted until November 14. The final list of eligible applicants will be published on November 18 at 5 pm, with the lottery draw scheduled for November 20 at 5 pm. Successful candidates and those on the waitlist will be announced on November 21 at 5 pm.

A BMC official remarked that this initiative is also a strategy for revenue generation. “By selling these flats directly, the BMC expects a significant income without having to pay processing fees to other bodies like Mhada,” the official stated.

Recently, an RTI inquiry revealed a decline in BMC’s fixed deposits (FDs), which had steadily grown from Rs 43,285 crore in 2014-15 to a peak of Rs 91,690 crore in 2021-22. Over the last three years, there has been a decrease of Rs 12,192.25 crore, with the current FDs at Rs 79,498 crore for the fiscal year 2024-25.
