Mumbai: Builder, aide held for cheating contractor of ₹10 crore

Sure! Here’s a rewritten version of the content:

MUMBAI: The Bandra Police have apprehended builder Neeraj Kakad and his assistant Vikas Kadam for allegedly defrauding a contractor from Khar of ₹9.57 crore and threatening him with violence. They will appear before the Bandra court soon. Neeraj was taken into custody at his residence in Bandra, while his wife, son, and officials Ujjal Singh and Vikas Kadam remain at large.

The complaint was lodged by Sohail Subedar, a civil contractor and partner at Khalifa Infrastructure LLP, who was introduced to Kakad through a mutual contact in 2020. Subedar’s firm was contracted for both finishing and structural work for the Naik Kakad Niwas housing project in Bandra (West). The total work value, as confirmed by the project engineer, was ₹9.57 crore (excluding GST).

According to Subedar’s FIR, an MoU was signed on December 24, 2020, guaranteeing him Flat No. 101 (1,550 sq. ft.) valued at ₹6.51 crore as compensation for his work. A civil contract dated March 22, 2021, acknowledged his completed work amounting to ₹7.86 crore. Subsequently, at Kakad’s request, he accepted a ₹2 crore discount in exchange for either the promised flat or a compensation agreement through another project in Andheri. NKCPL issued a final receipt of ₹8.33 crore but allegedly did not fulfill the transfer of ownership or make the payments.

In April 2022, a Tripartite Agreement was established between NKCPL, M/s Al-Amaar Developer, and Khalifa Infrastructure LLP. This agreement stipulated that Subedar would receive a flat in exchange for another at Rafiq Residency. However, when Al-Amaar was unable to secure the Commencement Certificate (CC), Kakad reportedly pressured Subedar to obtain it on his own. Subedar spent ₹55 lakh and borrowed ₹60 lakh to obtain the CC but was still denied the flat he was promised.

When Subedar sought resolution, Kakad allegedly threatened him and his brothers, stating, “Ask my name in the market, don’t ever ask me for money again — I’ll break your legs.” The complainant reported being forcibly removed from the site by Kakad’s associates.

Subedar later discovered that the Kakad family had allegedly defrauded other contractors in a similar manner.
