GURUGRAM: Property owners will now be held responsible for cleaning costs associated with garbage accumulation on vacant lots and private premises.
The Municipal Corporation of Manesar (MCM) commissioner, Ayush Sinha, announced on Monday that officials are now empowered to take immediate action. He also directed joint commissioners to enhance greenery and beautification efforts within the municipal area.
Sinha stated, “This initiative aims not only to foster cleanliness in the Manesar area but also to raise public awareness about individual responsibilities.”
According to Section 274 of the Haryana Municipal Corporation Act, 1994, if litter is discovered on vacant plots or private properties, the MCM will manage its removal, charging the associated costs to the owner or occupant. These charges will be recoverable in the same manner as outstanding taxes.
The joint commissioners are required to submit a detailed report on the execution of these tasks in their jurisdictions to the commissioner’s office within 15 days.
Recently, the Haryana government approved a tender for door-to-door waste collection by MCM during a high-powered purchase committee meeting led by CM Nayab Singh Saini and urban local bodies minister Vipul Goel in Chandigarh. After a two-year hiatus, door-to-door waste collection will resume in Manesar, awarded to the same firm that previously handled this service. The project, costing Rs 64.9 crore, includes a five-year contract, as garbage collection was suspended in Manesar since July 2023.
The MCM’s jurisdiction, officially established by the state government on December 24, 2020, covers 30 villages surrounding Manesar along with newly developed sectors. These areas primarily comprise condominiums designated as bulk waste generators (BWGs). As per Solid Waste Management (SWM) rules of 2016, these facilities must implement on-site composting for wet waste and establish dry waste recycling systems.
As a result, the door-to-door waste collection service predominantly caters to village residents. However, waste collected from condominiums and BWGs will be transported to MCM disposal sites.
