NEW DELHI: In its fifth meeting, the Central Advisory Council (CAC) witnessed Union Minister of Housing & Urban Affairs, Manohar Lal Khattar, launching the unified RERA portal (rera.mohua.gov.in). This platform is designed to enhance transparency and facilitate the sharing of best practices among States and UTs.
“The launch of the Unified RERA Portal marks a significant advancement in promoting transparency and accountability within the real estate sector,” stated the housing minister.
He also emphasized that RERA has empowered homebuyers, ensured timely project deliveries, and introduced discipline within the sector. Khattar urged States and UTs to implement RERA thoroughly to safeguard citizens’ interests.
Tokhan Sahu from MoHUA commented that over the past eight years, RERA has transformed the real estate landscape. He highlighted the need for expedited resolution of homebuyers’ grievances and the revival of stalled projects to bolster trust between buyers and developers.
The meeting included attendees like Kuldip Narayan, Joint Secretary (Housing), MoHUA, and various RERA chairpersons, among others.
Council members discussed the necessity of creating a unified national database for real estate projects, which would aid informed decision-making for homebuyers, enhance policy formulation, and better monitor industry trends.
Currently, 35 States/UTs have established real estate regulatory authorities, 29 have set up appellate tribunals, and 27 have appointed adjudicating officers. Nationally, there are 151,113 registered projects and 106,545 agents under RERA, with 147,383 complaints successfully resolved by authorities.
A significant part of the discussions revolved around legacy stalled projects and implementing recommendations from a committee led by Amitabh Kant. The council noted that Uttar Pradesh adopted these recommendations and encouraged other states to follow suit in addressing numerous stuck projects.
The council also proposed adopting Standard Operating Procedures (SoPs) to enhance the effectiveness of real estate regulatory authorities and ensure compliance with RERA orders. They stressed the urgency of developing a structured framework to accelerate the completion of stalled projects.
To improve consistency in RERA implementation across States, the council recommended clearer definitions, faster registration processes, and stronger compliance mechanisms. They also advocated forming a central committee within MoHUA, representing all stakeholders, to ensure that rules under the Act align with its foundational framework.
