GURUGRAM: The Haryana Real Estate Regulatory Authority (HRera) has fully restored its quorum with the addition of a new member.
Recently, the Gurgaon bench of HRera appointed Phool Singh Saini, completing its four-member team. This change is expected to expedite the resolution of complaints from homebuyers, according to an official statement from the Authority.
Saini’s appointment fills the position left by the retirement of SK Arora in August 2024, thus reinstating the full quorum with chairman Arun Kumar, and members Ashok Sangwan, VK Goel, alongside Saini.
With over two decades of judicial experience in Haryana, Saini is anticipated to enhance HRera’s ability to manage a significant number of complaints related to project delays and possession disputes among other developer grievances.
An HRera official stated, “The addition of a fourth member will facilitate the daily redressal of more cases, consequently reducing the time required to resolve issues.” Officials believe that the speed of hearings and subsequent decisions will markedly improve.
Prior to his role at HRera Gurgaon, Saini served as the president of the District Consumer Dispute Redressal Commission (Palwal) after being appointed by the Haryana government via a recent order.
In Haryana, two Real Estate Regulatory Authorities function under the RERA Act—one based in Panchkula that oversees the entire state, and a dedicated bench in Gurgaon, which uniquely has its own RERA. This division was established in 2018 to address the exceptionally high volume of real estate disputes in the area. The Gurgaon bench handles thousands of homebuyer complaints each year, primarily from the National Capital Region’s most active markets in Gurgaon, Sohna, and adjacent localities.
